Mr. Steve O'Bryan, Vice President of F-35 Program Integration and Business Development Lockheed Martin Aeronautics informed us about latest status of F-35 Lightning II programme and Turkey activities for Defence Turkey Magazine.

Defence Turkey: First of all what is the current status of F 35 Lightning II Programme in terms of technology, production, partners? Could you please enlighten us about the "stealth" test results?
Lockheed Martin remains fully committed to delivering the F-35's unprecedented 5th Generation capabilities to our customers. We are singularly focused on properly executing the F-35 development, production and sustainment tasks laid out in our various contracts. We are completing the third year of on-plan system development performance since the F-35 Executive Office completed its Technical Baseline Review in 2010. Since the re-baseline, the F-35 Lightning II Program has achieved significant advances in software, flight test, production and cost reduction. The cost of the F-35 has been cut in half since the first production aircraft was delivered.
Of the projected 9.4 million onboard lines of software code required on the F-35, 8.1 million lines of code, or more than 87 percent, are flying. Less than 10 percent of the software is still to be developed.
Right now we have eight international countries under contract to purchase F-35s. That's more than 200 airplanes under contract. We continue to ramp up production. More than 75 airplanes have rolled out of the factory with 60 airplanes flying. We're accelerating both in the countries we have under contract and accelerating the deliveries that we have. The program continues to add more international countries, including countries outside the partnership. Israel has joined the program. Japan has joined the program and they're ordering aircraft.
Defence Turkey: Could you please inform us about the delivery process in details? When will the first delivery to the Turkish Armed Forces be expected?
Turkey has indicated that they will visit the subject of their initial procurement in the later part of 2013. If Turkey places an order at that time then they would take delivery of their first aircraft in 2017.
Defence Turkey: LM Aeronautics took sound achievements in Turkey. Turkey has become one of the major international clients of LM Aeronautics. Within this context how do you assess the activities performed over the years?
Turkey and Lockheed Martin have a cooperative history that covers several decades. And throughout that time it has been our privilege to provide the Turkish Air Force with outstanding state-of-the-art fighter aircraft. Through a joint venture with Turkish Aircraft Industries (TAI), Turkey coproduced F-16 Fighting Falcons, manufacturing up to 82% of its own F-16 order. In fact, F-16 work continues with the modification of aircraft for Pakistan with a potential for other cooperation on structural upgrades and life extension on Turkish Air Force Block 30 aircraft. Since its founding, TAI has continued to grow and has established a world-class capability in design and manufacturing of complex weapon systems. As other Turkish Defence companies were founded, our industrial relationship expanded and grew in many other areas. We intend to build on that momentum and continue to build an even stronger relationship as we are partnered together with the Turkish government, military and industry on the F-35 Lighting II program.
Defence Turkey: Turkey announced it is placing its order for 100 jets on hold due to the ongoing source code refusal issue. What is your assessment on this issue? What could Lockheed Martin provide Turkish side to overcome this issue?
First of all Turkey did not place its order for a 100 jets on hold but instead it was 2 aircraft. Our underderstanding is that Turkey remains committed to the F-35 Program and that the overall scope of its F-35 buy will continue as planned before with a purchase of 100 F-35A Conventional Take-Off and Landing (CTOL) aircraft.
As part of the on-going development phase activity, the U.S. and the Turkish Governments are continuing with their mutual efforts to address F-35 Program and Turkish national sovereignty concerns and we are confident that the governments will develop a mutually satisfactory approach for each concern. Lockheed Martin fully supports the Turkish government's evaluation process and is pleased Turkey continues to evaluate the 5th Generation capabilities of the F-35 Lightning II as well as the industrial participation opportunities that the program will bring to the Turkish Defence Industries.
Defence Turkey: TAI is a strategic partner of LM Aero not only in JSF programme but also in the other LM Aeronautics programmes with its facilities which meet the advance technology needs. How do you assess TAI's position in JSF programme? Can any increase of TAI's work share be considered?
Lockheed Martin has a long-standing partnership with TAI. When you consider that F-16 work continues on in the modification of aircraft for Pakistan with a potential of other cooperation on structural upgrades and life extension on Turkish Air Force Block 30 aircraft and the significant work TAI is doing on the F-35 in the manufacture of the center fuselage, inlet duct skins and advanced composites, this work alone will ensure our partnership for another 30 years and more.
Defence Turkey: Recently it is known that the F-35 Programme has suffered cost increases due to testing issues and changes in the design of the aircraft. Could you please inform us about recent status and your strategy to manage cost increasing?
We are completing the third year of on-plan system development performance since the F-35 Executive Office completed its Technical Baseline Review in 2010. Since the re-baseline, the F-35 Lightning II Program has achieved significant advances in software, flight test, production and cost reduction. The cost of the F-35 has been cut in half since the first production aircraft was delivered.
With regard to unit costs, what we've done is to continue to learn to build the airplane in a much more efficient way. Our production contract for that fifth year of production was 13 percent below the U.S. government estimate. . We're focused on improving our processes, affordability, and on reducing the unit cost of the airplane to deliver an F-35 for less than what we currently build 4th generation.

In terms of life cycle cost, it's about the reliability of the airplane and leveraging the economies of scale to reduce the total ownership cost of the airplane. . We are in the process of completing our durability and qualification tests on all of the components and ramping up both the flight test and sustainability, with a focus on providing affordable readiness to all the operators of the aircraft.
Defence Turkey: As it is obvious that Turkish partners provides cost effective solutions to the JSF programme. Within this concept, do you plan increasing Turkish Defence Industry contribution to the programme? What is your strategy and assessment on this point?
The key with the industrial participation is that it is best value and with best value comes affordability. What was guaranteed for the partners was that they have been allowed to compete. But what we've seen out of each one of the partners is they all add unique aerospace capabilities that they have within their countries. TAI is fantastic at aircraft assembly and build as reference to their ability in delivery this year of their first center fuselage. TAI is also producing outstanding composites for us. You take a look at Alp Aviation and their contribution to engine work, to Kale Aerospace and their contribution to some of the very high technology machining that's going on. And other companies in the Turkish aerospace industry that add value to that. It is evident there will be additional Turkish industrial contributions in the future.
Defence Turkey: As it is known that LM Aeronautics cooperated with such other Turkish companies as TEI, Alp Havacılık, Aselsan, Milsoft in the past and is presently doing so. Could you please give more information about your partnerships with Turkish Defence Industry?
As you mentioned, we are working with several Turkish companies. We've had TAI, Kale Aerospace, Alp Aviation and other companies throughout Turkey that have been part of the production system from the very beginning. Every aircraft that has been built has had Turkish parts in it, and will continue to have Turkish parts in it whether they be partner airplanes, US airplanes or FMS airplanes. I also see value that Turkish companies will provide to the sustainment and affordability of the airplane. They've got a history of sustaining airplanes over a long period of time. They have a great deal of capability, and I would expect them to be very competitive in terms of providing sustainment services and quality to that much larger F-35 European and Mediterranean region.
